Local Qualifier Age Divisions

Competing Age Divisions:

A player’s age division is determined by their age on May 1st. For example, if a player turns 14 in July of 2023, they will compete in the 12-13 Division throughout the entirety of the Series even though they may be 14 during a Local or Regional Qualifier. If a player turns 14 before May 1st of 2023, then the player will compete in the 14-15 Division throughout the entirety of the Series. If your birthdate falls on May 1st and you turn 14, you will play in the 14-15 division (This age cutoff applies for all Divisions). 

 

If you have a question regarding what age division you should be competing in, please email info@jgnc.org. When you register, our system will automatically put you in the correct age division based on the cutoff date of May 1st, 2023. 

 

If a player turns 19 before the 2023 National Championship OR is attending college, they will NOT be allowed to compete.  

 

Scoring App Instructions

SCORING FOR 2023 SEASON:

 

All NB3 tournaments will be utilizing a mobile scoring app called "ShotStat Live" that all players need to download and activate on their mobile device before the tournament begins. For parents/spectators, you may view live, hole-by-hole scoring on the NB3 website on the tournament leaderboard. 

 

App Instructions...

 

  • Locate and download "ShotStat Live" in the app store of your mobile device
  • Open the app and follow the instructions to activate the app and tie to your player account.
  • Once pairings have been posted, you will be to go into the tournament and view your pairing. 

 

For more info on the app, including screenshots, AND directions on how to use the app  CLICK HERE. If, after downloading the app, you are having trouble activating it, a NB3 staffer at registration can assist you.

 

Also, we understand that a player may not have access to a mobile device for a number of reasons - while we would prefer for all players to utilize the app, if you do not have access to a mobile device, please let the NB3 staff know at registration and we will provide you with a paper scorecard and hole location sheet.

 

If you have already downloaded the app for a previous event, please open the app, click on "Account" in the bottom right, and click "Clear App Data" to refresh the app. If you are planning to use the app for Live Scoring, please ensure your cell phone is fully charged prior to the start of your round to eliminate any scoring difficulties.

Pace of Play Policy

PACE OF PLAY:

Time Par is 4 hours and 35 minutes. Please keep pace with the group in front of you and play ready golf. Players have 40 seconds to play their shot. Only individual players may be held accountable for their pace of play (no group penalties).

 

-Out of position: When a group falls more than 15 minutes behind the group in front of them. Flagstick to Flagstick time

  •             1st missed checkpoint – Warning* (warning remains for duration of round)
  •             2nd missed checkpoint – Subject to penalty of one stroke
  •             3rd missed checkpoint – Subject to additional penalty of two strokes
  •             4th missed checkpoint – Subject to disqualification
Code of Conduct

The Notah Begay III Junior Golf National Championship (JGNC) prides itself in the quality of players, host facilities and community involvement of each of its events. In order to continue making our events enjoyable for everyone, the JGNC will not tolerate any behavior that is unbecoming of a junior golfer. Players in violation of the code of conduct with the JGNC may lose playing privileges as well as being liable to penalty strokes or disqualification. 
 

All JGNC participants are reminded to respect the host facility and their staff/golf course. Players are expected to repair ball marks on the greens and divots where needed. Players are also expected to rake all bunkers and care for the course throughout their tournament experience. 
 

Violations of the Code of Conduct include: 

  • Unsportsmanlike conduct which includes: abusive language, cheating, club throwing, disrespect to volunteers/staff/officials or fellow competitors, and abuse of golf course property. 

  • Not adhering to the dress code of the host golf course 

  • Use or association of drugs or alcohol 

  • Conduct not becoming of a JGNC player, such as acting in anger or creating other distractions. 
     

Code of Conduct Violation Penalties: 

  • The JGNC Tournament Committee may assess any or all of the following penalties based on the severity of the violation(s) 

    • Issue a one stroke penalty for each act of unsportsmanlike conduct on the golf course 

    • Immediate disqualification from the tournament at which the violation occurs 

    • Depending on the severity of the violation, a tournament disqualification may also result in disqualification from the next tournament or tournaments for which a player has been accepted. 

    • The JGNC reserves the right to suspend or revoke a player’s registration for a major breach of the JGNC Code of Conduct.

2023 Notah Begay III Junior Golf National Championship Local Rules and Conditions and Terms of the Competition

 

The 2023 USGA and R&A Rules of Golf govern play. See NB3JGNC Notice to Players for additional Local Rules and Conditions. Complete text of Rules and Section 8 (Model Local Rules) may be found in the Rules of Golf effective January 2023. Unless otherwise noted, the General Penalty for breach of a local rule or condition in Stroke Play is Two Strokes, while in Match Play is Loss of Hole. Exception: NB3JGNC misconduct, Section 6C or a serious breach of the Code of Conduct, Rule 1.2; the Committee will determine the penalty in such instances.

 

LOCAL RULES – All of the following are in effect unless otherwise addressed in the Notice to Players

 

OUT OF BOUNDS – Defined by the course-side edges at ground level of boundary walls, perimeter fence posts, public-roads, and white stakes and lines connecting other boundary markings. A ball that comes to rest beyond the boundary of the hole being played e.g. by crossing a public road is out of bounds, even though it may lie on another part of the course.

PENALTY AREA STAKES AND LINES (RED AND YELLOW) – When a penalty area is defined on only one side, it extends to infinity. When a penalty area is connected to the out-of-bounds edge, the penalty area extends to and coincides with out of bounds.

GROUND UNDER REPAIR - Includes areas enclosed by white lines.

DAMAGED CLUBS- MLR G-9 is in effect, restricting R4.1a(2) on repair and replacement of clubs to those that are only broken or significantly damaged and not solely because they are cracked.

ANIMAL HOLES – MLR F-6 is in effect such that there is no interference for stance in non-turfed areas.

SEAMS OF CUT TURF (SOD SEAMS) – MLR F-7 is in effect with no relief for stance per MLR F-6.

TURF PLUGS/AERATION HOLES – MLR E-4 is in effect for balls in the General Area only.

IMMOVABLE OBSTRUCTIONS CLOSE TO PUTTING GREENS – MLR F-5 is in effect without restriction

WHITE-LINED AREAS TYING INTO ARTIFICIALLY-SURFACED ROADS AND PATHS – Obstructions that are adjacent to roads or paths e.g. prepared rock that is placed for a functional purpose is considered part of the same obstruction with relief under Rule 16.1.

WOOD CHIPS AND MULCH – These are loose impediments.

INTEGRAL PARTS OF THE COURSE – Include cables, rods, wires, and wrappings when closely attached to trees, and artificial walls and pilings when located in penalty areas and bunkers.

 

CONDITIONS AND TERMS OF THE COMPETITION

LIST OF CONFORMING DRIVER HEADS – MLR G-1 is in effect.

GROOVES AND PUNCH MARK SPECIFICATIONS – MLR G-2 is in effect.

LIST OF CONFORMING GOLF BALLS – MLR G-3 is in effect. Balls used must be on the noted List.

FOOTWEAR – MLR G-7 is in effect. Shoes with metal or traditionally-designed spikes are prohibited.

PACE OF PLAY – Official time par for each event is referenced on the Notice to Competitors. Please keep pace with the group in front of you and play ready golf. Players have 40 seconds to play their shot. Only individual players may be held accountable for their pace of play (no group penalties).

STOPPING AND RESUMING OF PLAY – Local Rule as prescribed in Section 8 of the Committee Procedures is in effect. Model Local Rule J-1. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in disqualification.

NOTE: An immediate suspension for a dangerous situation will be signaled by one prolonged airhorn note. All other types of suspension will be signaled by three consecutive airhorn notes. Resumption of play will be signaled by two short airhorn notes.

PRACTICE– Rule 5.5b is modified by MLR I-2 which is in effect and prohibits a player from making practice strokes or to test the surface of the putting green of the hole just completed or to test the surface of that putting green by rubbing the putting green or rolling a ball on or near the hole just completed.

SCORECARD RETURNED – A scorecard is returned when it has been delivered to the Committee is a way specified by the Committee.

In addition, MLR L-1 is in effect and modifies Rule 3.3b(2) so that a player who returns a scorecard without the hole scores being certified by the player, the marker or both gets the general penalty.

WHEN COMPETITION IS FINAL – The competition is final when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee.

 

Caddie Policy

Caddie Policy:

The NB3 JGNC will allow caddies for the Boys 10-11 & 12-13 and Girls 10-11 & 12-13 Divisions throughout ALL Events. CADDIES for the 10-11 age group are MANDATORY while caddies for the 12-13 age group are optional. Players must declare a caddie prior to the start of their round.

 

Purpose of Caddies: Caddies may carry a player’s clubs, give advice, and other help during a the round but there are limits to what the Caddie is allowed to do. The player is responsible for the Caddie’s actions during the round and the player may incur a penalty if he/she breaches the Rules.

 

Actions Allowed by Caddies:

  • Caddies will be allowed to transport the player’s clubs and equipment.
  • Caddies will be allowed to search for a player’s golf ball.
  • Caddies will be allowed to clean a player’s golf ball.
  • Caddies will be able to give players advice.
  • Caddies will be allowed to use motorized carts ONLY if they have been approved by the NB3 Tournament Committee.
  • Caddies will be allowed to transport a player only when shuttle holes have been designated on the Notice to Competitors, during evacuation/restart or back to a previous spot in order of play in accordance with Rule 20-5 and then back to where the player was picked up.

 

Actions Prohibited by Caddies:

  • Caddies are NOT ALLOWED to deliberately stand on or close to the extended line of play behind a player while the player is taking his or her stance and until the stroke is made.
  • Caddies are NOT ALLOWED to over-coach their player causing them to take longer than 40 seconds to play their shots. Per our pace of play policy, after any individual warning given to the player, they are subject to penalty strokes for multiple warnings and no clear effort to improve their pace time.
  • Caddies are NOT ALLOWED to use personal cell phones for reasons other than live scoring or emergency situations

 

Breach of Policies and/or rules by Caddies:

1st Offense= Official Warning from a NB3 JGNC official

2nd Offense= Subject to 1-stroke Penalty

3rd Offense= Subject to 2-Stroke penalty for each prohibited action and/or Removal from the Golf Course

 

 

Gaining a Caddie During the Round or Switching Caddies During the Round:

Once the player tees off on his or her first hole the player may not gain a Caddie or switch Caddies during the round (unless authorized by Tournament Officials). A Caddie must be designated prior to the first tee shot. First Offense will be a 1-stroke penalty and any additional breach will be a 2-stroke penalty per breach.

 

This policy is in effect as of January 1, 2023. The NB3 JGNC has the authority to eliminate or modify this policy at any time.

Spectator Policy

With the exception of caddies, all spectators need to stay out of the fairways and off of greens and tees during play. It is ok to gather near tee and greens to watch, but we ask that they stay on the cart paths or rough while walking the course.

Spectators may not interact with participants at any time on the golf course, except in the case of an emergency. Any conversation between a spectator and participant will be subject to penalty under Rule 10.2 (Advice).

  • Only exceptions allowing spectators to interact with players during a round include handing them sunscreen, food, beverage, or any health emergency.  This should always be done in front of another spectator or tournament official.

 

Spectators are not allowed to give a player a ride under any circumstances during the player’s round. This includes driving players back for lost balls or from green to tee. The JGNC staff will select shuttle holes prior to the start of the tournament. The only time a spectator can shuttle is at an authorized shuttle hole. Any time a player takes a ride from a spectator that is unauthorized, he/she will incur a 2 stroke penalty. In the event of a course evacuation for inclement weather, spectators can shuttle players to safety. 

Spectators will be subject to removal from the golf course for the following breaches of etiquette:    

  • Repeat offenses of interacting with players after being warned by Tournament Committee

  • Rude, vulgar or other inappropriate comments or gestures.

  • Verbal or physical harassment of players, volunteers, officials or fellow spectators.

  • Distracting a player or causing any disruption of play.

  • Behavior that is unruly, disruptive, unsafe or illegal in nature.

  • Failing to follow the instructions of a JGNC Tournament Committee official, volunteer or host personnel.

Play is governed by the current USGA Rules of Golf including Clarifications on the Rules of Golf. This information supplements the Local Rules and Conditions of Competition on the Notah Begay III Junior Golf National Championship Hard Card/Pace of Play Policy.  Posted course local rules do not apply.

Teeing Area

Boys 14-18:            GOLD tee markers identify the teeing area.

Boys 12-13:            SILVER tee markers identify the teeing area

Boys 10-11:            WHITE tee markers identify the teeing area.

Girls 14-18:             SILVER tee markers identify the teeing area.

Pace of Play

Pace of Play is set at 4 hours and 30 minutes.  When a group is out of position at any time, the group is subject to monitoring and timing per the Pace of Play Policy.  Out of position means when your group is more than 15 minutes behind the group ahead.

Format
The Competition consist of 2 rounds of 9-hole stroke play (18-holes total). 

 

Ties & Scoring

  • Tiebreakers for qualifying spots into the Regional Qualifiers will be determined by a scorecard playoff. * NOTE this process is ONLY for qualifying spots into the 36-Hole Regional Qualifiers. This will be determined by the following: 
    • The qualifying spot(s) will first be determined by the overall round score of the competition
    • If the tying players have the same score for the last round or if the competition consisted of a single round, we will determine the winner based on the score for the last nine, the committee will then go to the last six holes, then the last three and finally the score on the 18th hole. (when this method is used in a competition with multiple tee starts, the "last nine holes, last six holes, etc." are holes 10-18, 13-18, etc.) 
    • If the players are still tied, the committee will go through the same procedure on the front nine. If the players’ scores are completely the same on every hole, then the committee will make the decision to invite all tied players to the National Championship

Rulings

If a Referee is not readily available, play two golf balls under rule 20.1c(3). Before playing either ball, you must announce which ball will count for your score you must finish the hole with both balls and you must report the facts to the Committee at scoring.

 

ADDENDUM TO LOCAL RULES

 

Out of Bounds

Out of bounds is defined by white stakes at ground level, white dots, freshly painted white lines, perimeter fences, inside edge of paved public roads or any combination thereof.  A ball coming to rest on or beyond any paved, public road is out of bounds, even if it comes to rest on another part of the course that is in bounds for other holes.

Abnormal Course Conditions

Ground Under Repair is the area from which optional free relief is available, is defined by white lines, colored stakes or colored flags may include areas of unusual damage including area cart traffic or seasonal conditions, and includes the following:

  • Areas of damage or wear adjacent to cart paths (considered part of the cart path),
  • Tire ruts in mud, dirt or grass, and

Automotive Transportation:

  • Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Unauthorized Transportation will result in a two-stroke penalty. Only a Committee member may shuttle a player back to and from where an original ball was played.

Distance Measuring Devices:

  • Measuring Devices will be permitted; however, they cannot measure anything other than the actual yardage (ie, slope or wind).

Penalty Areas:

  • All Native Brush areas are treated as Red Penalty Areas and the defining line is where the rough mow line meets the native brush
  • Red/Yellow penalty areas may be identified by red/yellow stakes.
  • Cart paths / bridges crossing penalty areas are inside the penalty area.
  • Red penalty areas where the opposite side is not another hole extend to infinity.

Local Rules:

  • If a player’s club is “broken or significantly damaged” during the round by the player or caddie, except in cases of abuse, the player may replace the club with any club under Rule 4.1b(4).
