AJGA-Boys: Boys 14-18 combined Division will have results submitted to AJGA for PBE recognition if the minimum number of players is met which is 48.
JGS: 36 holes with 5 or more golfers per division
GJGR: Only divisions with a minimum of five players completing at least 18 holes from the same tees can be ranked.

Girls- All age division information is the same for the girls as it is for the boys. For more information or to register for the girls' events, click this link: https://girls.jgnc.org

 

A player’s age division is determined by their age on May 1st. For example, if a player turns 14 in July of 2022, they will compete in the 12-13 Division throughout the entirety of the Series even though they may be 14 during a Local or Regional Qualifier. If a player turns 14 before May 1st of 2022, then the player will compete in the 14-15 Division throughout the entirety of the Series. If your birthdate falls on May 1st and you turn 14, you will play in the 14-15 division (This age cutoff applies for all Divisions). 

 

If you have a question regarding what age division you should be competing in, please email info@jgnc.org. When you register, our system will automatically put you in the correct age division based on the cutoff date of May 1st, 2022. 

 

If a player turns 19 before the 2022 National Championship OR is attending college, they will NOT be allowed to compete.  

 

 

Practice Round Information

Players can book a practice round at Native Oaks Golf Club by calling the proshop at (760) 751-3007 and mention you are playing in the Notah Begay III Regional Qualifier. 

 

Practice round tee times have been blocked off starting at 2:10pm on Friday, August 5th. You can call at any time to reserve your practice round. 

 

Players will pay a walking fee of $50 for the practice round.

Scoring App Instructions

SCORING FOR 2022 SEASON:

 

All NB3 tournaments will be utilizing a mobile scoring app called "ShotStat Live" that all players need to download and activate on their mobile device before the tournament begins. For parents/spectators, you may view live, hole-by-hole scoring on the NB3 website on the tournament leaderboard. 

 

App Instructions...

 

  • Locate and download "ShotStat Live" in the app store of your mobile device
  • Open the app and follow the instructions to activate the app and tie to your player account.
  • Once pairings have been posted, you will be to go into the tournament and view your pairing. 

 

For more info on the app, including screenshots, AND directions on how to use the app  CLICK HERE. If, after downloading the app, you are having trouble activating it, a NB3 staffer at registration can assist you.

 

Also, we understand that a player may not have access to a mobile device for a number of reasons - while we would prefer for all players to utilize the app, if you do not have access to a mobile device, please let the NB3 staff know at registration and we will provide you with a paper scorecard and hole location sheet.

 

If you have already downloaded the app for a previous event, please open the app, click on "Account" in the bottom right, and click "Clear App Data" to refresh the app. If you are planning to use the app for Live Scoring, please ensure your cell phone is fully charged prior to the start of your round to eliminate any scoring difficulties.

Pace of Play Policy

PACE OF PLAY:

Time Par is 4 hours and 35 minutes. Please keep pace with the group in front of you and play ready golf. Players have 40 seconds to play their shot. Only individual players may be held accountable for their pace of play (no group penalties).

 

-Out of position: When a group falls more than 15 minutes behind the group in front of them. Flagstick to Flagstick time

  •             1st missed checkpoint – Warning* (warning remains for duration of round)
  •             2nd missed checkpoint – Subject to penalty of one stroke
  •             3rd missed checkpoint – Subject to additional penalty of two strokes
  •             4th missed checkpoint – Subject to disqualification
Code of Conduct

The Notah Begay III Junior Golf National Championship (JGNC) prides itself in the quality of players, host facilities and community involvement of each of its events. In order to continue making our events enjoyable for everyone, the JGNC will not tolerate any behavior that is unbecoming of a junior golfer. Players in violation of the code of conduct with the JGNC may lose playing privileges as well as being liable to penalty strokes or disqualification. 
 

All JGNC participants are reminded to respect the host facility and their staff/golf course. Players are expected to repair ball marks on the greens and divots where needed. Players are also expected to rake all bunkers and care for the course throughout their tournament experience. 
 

Violations of the Code of Conduct include: 

  • Unsportsmanlike conduct which includes: abusive language, cheating, club throwing, disrespect to volunteers/staff/officials or fellow competitors, and abuse of golf course property. 

  • Not adhering to the dress code of the host golf course 

  • Use or association of drugs or alcohol 

  • Conduct not becoming of a JGNC player, such as acting in anger or creating other distractions. 
     

Code of Conduct Violation Penalties: 

  • The JGNC Tournament Committee may assess any or all of the following penalties based on the severity of the violation(s) 

    • Issue a one stroke penalty for each act of unsportsmanlike conduct on the golf course 

    • Immediate disqualification from the tournament at which the violation occurs 

    • Depending on the severity of the violation, a tournament disqualification may also result in disqualification from the next tournament or tournaments for which a player has been accepted. 

    • The JGNC reserves the right to suspend or revoke a player’s registration for a major breach of the JGNC Code of Conduct.

Hard Card

The current Rules of the United States Golf Association and the R&A govern all play in NB3 JGNC events. 

RULE 20.1 c(3): 
The NB3 JGNC strongly urges its players to play 2 balls if they are not sure how to proceed with a ruling as a rules official is not always present. In addition to playing 2 balls, players are also asked to play a provisional ball when he or she thinks it could be lost (this is even more important now that the search time has been shortened to 3 minutes). 

MEASURING DEVICES: 
Measuring Devices will be permitted in all NB3 JGNC events however, they cannot measure anything other than true yardage (ie, slope or wind). 
• When the local rule is in effect, a distance-measuring application may be used, provided the specific application is restricted to “distance only” and the device does not have any other “non-conforming” features. This is the case even if these other features are not being used.

ELECTRONIC COMMUNICATION DEVICES: Multi-functional devices such as mobile phones, PDAs, etc (i.e., devices that are primarily communication devices, but which may have other potential uses) may be used as follows:

    • The device may be used for any non-golfing purpose (e.g., as a communication tool to phone, text or email), subject to any club/course regulations and the rules on accessing advice-related matters – see Decision 14-3/16. The NB3 JGNC recommends that ALL players only reference their mobile devices when utilizing the Shotstat Live app. 
    • When the local rule is in effect, a distance-measuring application may be used, provided the specific application is restricted to “distance only” and the device does not have any other “non-conforming” features. This is the case even if these other features are not being used. As above, the rules on advice-related communications (including the use of the internet) still apply.

WEATHER: 
A player has the right to suspend play if he feels threatened by dangerous lightning conditions without penalty. If NB3 JGNC Staff or host club should indicate suspension of play all players should mark their balls, cease playing immediately and seek shelter. 
Discontinue Play Immediately: One prolonged siren or air horn blast. 
Discontinue Play for non-dangerous situation: Three consecutive short siren or air horn blasts. 
Resume Play: Two short siren or air horn blasts. 

OUT OF BOUNDS: 
Out of bounds is defined by white stakes at ground level, white dots, freshly painted white lines, perimeter fences, inside edge of paved public roads or any combination thereof. A ball coming to rest on or beyond any paved public is out of bounds, even if it comes to rest on another part of the course that is in bounds for other holes. 


PENALTY AREAS: 
• When a penalty area is bounded by out of bounds, the penalty area edge extends to and coincides with the out of bounds line. 


GROUND UNDER REPAIR: 
Defined by white lines. Other areas of ground under repair, even when not marked, include: 
• French drains (trenches filled with stones or the like). 
• Large or hard ant hills on the course. 
• Edging grooves around putting greens. 

 

AUTOMATIVE TRANSPORTATION:

  • Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Unauthorized Transportation will result in a two-stroke penalty. Only a committee member may shuttle a player back to and from where an original ball was played.
    • In the event a player receives a medical exemption to drive a cart during the round, he/she will receive approval from the Tournament Director on site and that player will then be approved to drive a cart during play. 




SEAMS OF CUT TURF (Newly Sodded Areas): 
If a player’s ball lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing: 
• Ball in General Area: The player may drop a ball under Rule 16.1b. 
• Ball on Putting Green: The player may place a ball under Rule 16.1d Interference does not exist if the seam only interferes with the player’s stance. 

OBSTRUCTIONS AND INTEGRAL OBJECTS: 
• When located within the penalty area; liners in bunkers and artificial walls and pilings are integral objects unless otherwise provided for in Notice to Players. 
• White lined areas tying into obstructions are part of the obstruction. 
• When closely attached to trees; wrappings, electrical wire, and cables are integral objects. 

LOOSE IMPEDIMENTS: 
Wood chips and mulch are loose impediments. 

PRACTICE: 
Players are no longer allowed to practice putt between holes, even if they aren’t holding up play. Players will receive one warning before potential penalties and disqualification.

Caddie Policy

The JGNC will allow caddies for the Boys 10-11 & 12-13 and Girls 10-11 & 12-13 Divisions throughout ALL Events. CADDIES for the 10-11 age group are MANDATORY while caddies for the 12-13 age group are optional. Players must declare a caddie prior to the start of their round.

Purpose of caddies: Caddies may carry a player’s clubs, give advice, and other help during the round but there are limits to what the Caddie is allowed to do. The player is responsible for the Caddie’s actions during the round and the player may incur a penalty if he/she breaches the Rules.
 

  • Caddies will be allowed to transport the player’s clubs and equipment.

  • Caddies will be allowed to search for a player’s golf ball.

  • Caddies will be allowed to clean a player’s golf ball.

  • Caddies will be able to give players advice.

  • Caddies will be allowed to use motorized carts (depending on host course cart availability)

  • Caddies will be allowed to transport a player only when shuttle holes have been designated on the Notice to Competitors, during evacuation/restart or back to a previous spot in order of play in accordance with Rule 20-5 and then back to where the player was picked up. Penalty for breach of unauthorized transportation is: Two strokes for each hole at which the breach occurred; maximum penalty per round is four strokes.

Once the player tees off on his or her first hole the player may not gain a Caddie during the round. A Caddie must be designated prior to the first tee shot. First Offense will be a warning, and second offense will be a 2-stroke penalty. 

  • Players are not allowed to switch caddies during the play of a round.

Caddies ARE NOT ALLOWED TO:

  • Deliberately stand on or close to the extended line of play behind a player while the player is taking his or her stance and until the stroke is made.

  • Use personal cell phones during the round unless for an emergency

Players will not be able to ride in the motorized cart at any point during the round. Caddies may use the motorized cart to transport themselves and the player’s equipment only. If the player is in breach of this rule they will be subject to a 2 stroke penalty for unauthorized transportation. 

This policy is in effect as of January 1, 2022. The JGNC has the authority to eliminate or modify this policy at any time.

 

Breach of Policies and/or rules by Caddies:

1st Offense= Official Warning from a JGNC official

2nd Offense= Caddie will be removed from the golf course

Spectator Policy

With the exception of caddies, all spectators need to stay out of the fairways and off of greens and tees during play. It is ok to gather near tee and greens to watch, but we ask that they stay on the cart paths or rough while walking the course.

Spectators may not interact with participants at any time on the golf course, except in the case of an emergency. Any conversation between a spectator and participant will be subject to penalty under Rule 10.2 (Advice).

  • Only exceptions allowing spectators to interact with players during a round include handing them sunscreen, food, beverage, or any health emergency.  This should always be done in front of another spectator or tournament official.

 

Spectators are not allowed to give a player a ride under any circumstances during the player’s round. This includes driving players back for lost balls or from green to tee. The JGNC staff will select shuttle holes prior to the start of the tournament. The only time a spectator can shuttle is at an authorized shuttle hole. Any time a player takes a ride from a spectator that is unauthorized, he/she will incur a 2 stroke penalty. In the event of a course evacuation for inclement weather, spectators can shuttle players to safety. 

Spectators will be subject to removal from the golf course for the following breaches of etiquette:    

  • Repeat offenses of interacting with players after being warned by Tournament Committee

  • Rude, vulgar or other inappropriate comments or gestures.

  • Verbal or physical harassment of players, volunteers, officials or fellow spectators.

  • Distracting a player or causing any disruption of play.

  • Behavior that is unruly, disruptive, unsafe or illegal in nature.

  • Failing to follow the instructions of a JGNC Tournament Committee official, volunteer or host personnel.

Teeing Area

Boys 14-15, 16-18:  BLACK NB3 tee markers identify the teeing area.

Boys 12-13, Girls 14-15, Girls 16-18:   WHITE NB3 tee markers identify the teeing area.

Girls 12-13 & Boys 10-11:    RED NB3 tee markers identify the teeing area.

Girls 10-11:     PINK NB3 tee markers identify the teeing area.

 

Pace of Play: Pace of Play is set at 4 hours and 40 minutes.  When a group is out of position at any time, the group is subject to monitoring and timing per the Pace of Play Policy.  Out of position means when your group is more than 15 minutes behind the group ahead.

 

Format: The Competition consist of 2 rounds of 9-hole stroke play (18-holes total). 

 

Ties & Scoring:

Tiebreakers for qualifying spots into the National Championship will be determined by a sudden death playoff. Players will continue the playoff until all qualifying spots are determined. In the event that a playoff is not feasible (e.g. weather, darkness, or course is not available) matching scorecards will determine who qualifies. This will be determined by the following:

The spots will first be determined by the final round score of the competition. If the tying players have the same score for the last round or if the competition consisted of a single round, we will determine the winner based on the score for the last nine, the committee will then go to the last six holes, then the last three and finally the score on the 18th hole. (When this method is used in a competition with multiple tee start, the "last nine holes, last six holes, etc." are holes 10-18, 13-18, etc.) If the players are still tied, the committee will go through the same procedure on the front nine. If the players’ scores are completely the same on every hole, then the committee will make the decision to invite all tied players to the National Championship.

 

Rulings: If a Referee is not readily available, please call 607-426-2902 for an official, or play two golf balls under rule 20.1c(3). Before playing either ball, you must announce which ball will count for your score you must finish the hole with both balls and you must report the facts to the Committee at scoring.

 

ADDENDUM TO LOCAL RULES

Out of Bounds: Out of bounds is identified by white stakes, boundary, property, and split rail fences that do not have red stakes. OB edge is defined by course side edge at ground level of stakes (if there is no fence), fence posts and fence slats (if slats are on the course side of posts). A ball coming to rest on or beyond any paved, public road is out of bounds, even if it comes to rest on another part of the course that is in bounds for other holes.

 

Abnormal Course Conditions: Ground Under Repair is the area from which optional free relief is available, is defined by white lines, and includes the following: Tire ruts in mud, dirt or grass , Worn areas adjacent to cart path due to cart traffic, French drains with gravel showing, Logs.

 

Immoveable Obstructions: Players may take free relief at the nearest point of complete relief, no closer to the hole if affected by one of the following during play in general area: All cart paths whether concrete, sand, gravel or dirt, Large rocks / boulders.

 

Automotive Transportation: Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Unauthorized Transportation will result in a two-stroke penalty. Only a committee member may shuttle a player back to and from where an original ball was played. A shuttle will be offered to the players from Hole #14 – Hole #15.

 

Drop Zones: Red Penalty Area Drop Zones – Hole #3: Located on most forward tee box. Hole #7: DZ behind green for players who enter the red penalty area to the left of the green as another option of taking relief. Hole #15: DZ located on the right side near fence for players who go into Penalty Area on the Right. Hole #16: DZ is located near fence on walk to the green with white painted circle.

 

Distance Measuring Devices: Measuring Devices will be permitted; however, they cannot measure anything other than the actual yardage (ie, not slope or wind).

 

Integral Parts of the Course: Wooden retaining walls, wood mulch, stonewalls, railroad ties not adjacent to cart paths are all integral parts of the course.

 

Penalty Areas: Red penalty areas are identified by red & yellow lines and stakes, Red penalty areas where the opposite side is not another hole extend to infinity, Cart paths / bridges crossing penalty areas are inside the penalty area.

 

No Play Zones (labeled Environmentally Sensitive Areas): identified by red stakes with green tips and defined like Penalty Areas. NPZ may also be defined by course side edge at ground level of split rail fence posts.  You must take relief if your ball lies in the NPZ. You must take free relief if your ball lies outside of the NPZ, but the NPZ interferes with your intended stance or swing.  You MAY NOT ENTER NPZ to search or recover your ball.

 

Local Rules:

2-2 Local Rule for rule 16 relief. If an immovable obstruction (sprinkler head) is within 2 club lengths of green and 2 club lengths of your ball and interferes with line of play, free relief allowed.

If a player’s club is “broken or significantly damaged” during the round by the player or caddie, except in cases of abuse, the player may replace the club with any club under Rule 4.1b(4).

Power Lines or Cables – if it is known or virtually certain a player’s ball hit a power line during play, the stroke does is cancelled. The player must replay a ball without penalty from where the previous stroke was made (see Rule 14.6 for relief procedures).

When taking back on the line relief, if your ball rolls forward and comes to rest within one club-length of where it first touched the course, you have taken proper relief.
