HOTEL INFORMATION:
At this time, due to the multiple Hurricanes that have gone through the area, the Seven Clans Hotel & Chalets Hotel on property have limited availability.
If you are still in need of hotel accommodations for the Championship, please reference the below properties who have assured us that there are available rooms from Friday November 13th – Wednesday November 18th.
*AS A REMINDER, WE RECOMMEND THAT ALL PLAYERS BOOK THEIR RESERVATIONS TILL WEDNESDAY, NOVEMBER 18TH*
If you want to arrive earlier than Friday, the 13th and or stay later than the 18th you will have to get quoted rates for extended stays.

Misc. Information You NEED to Know:
Caddies for both the 13 & Under divisions are welcome. You do not have to be from the same household and coaches are welcome to caddie as well. You cannot take an electric cart if you are going to caddie. There are not caddies available at the resort, you must bring your own caddie.
All players will be walking and there are no pull carts that can be rented form the resort. Pull carts are allowed but you must bring your own.
If you want to ship your clubs via a ship sticks for example you can ship them to:

Spectators are welcome and there is no limit to how many you can have at the Championship as of now. Louisiana and the resort are in stage 3 regarding the outbreak. The course is limited to the number of Spector carts and you should plan on walking. Some carts may be available to those that have a disability. You will not be able to reserve them in advance to you arriving at the course.
The Golf course, Hotel and the Casino are back in operation. The course will be in perfect condition for the Championship. The entire staff will be ready for the championship and they are really looking forward to being our host.
Schedule of Events
(Friday, November 13th, 2020)
Player/Parent Tournament Check-In will be located in the Bar 7 Meeting Room on the 1st floor of the Sevens Clan Lobby. Parents and Players MUST register either Friday or Saturday before they can compete in the Championship.
FRIDAY REGISTRATION WINDOWS: 12:00pm – 2:00pm & 4:00pm – 6:00pm & 8:00pm – 10:00pm
*For players who CANNOT make the above Friday registration windows, we will have the registration table available for players to check in on Saturday morning*
All players & parents are required to check in prior to the event in the lobby of the main hotel. Staff members will greet you and answer any questions you may have. *Players must have photo identification/Copy of Birth Certificate provided to the Staff to verify their age* (If you qualified at a regional in the 13 & Under division, and turn 14 prior to the National Championship, you will compete in the 13 & Under division) You must be 18 years old or younger by November 15th to compete |
(Saturday, November 14th, 2020)
Parents are not allowed to play in this day’s practice round but can play prior to this date. Parents are encouraged to stick around for ALL contests and club fittings.
We have an exciting Saturday planned for all players and parents. On top of players playing in their practice rounds, they will also be competing in contests and getting custom fitted for their new Wilson Driver!
On or around November 1st, all players will receive their agenda for the day and their practice round times. This agenda will detail out exactly where each player needs to be and at what time so they have the opportunity to compete in all contests and get their custom fitting specs completed with Wilson. *Caddies are welcome for all younger divisions: Girls & Boys 13 & Under. All Caddies will receive NB3 Caddie Bibs upon arrival*
The NB3 JGNC Committee will be setting up the tee times for players. If you have any special requests to accommodate with your traveling, please email info@jgnc.org. We will do our best to accommodate your requests. *These times will be posted by November 1st*
Saturday Evening There will be multiple food options on property at the golf course. These options will be at your own expense and will allow you to NOT have to leave the golf course. Players and parents are more than welcome to take advantage of the food options the Resort is offering.

The Notah Begay III Junior Golf National Championship (JGNC) prides itself in the quality of players, host facilities and community involvement of each of its events. In order to continue making our events enjoyable for everyone, the JGNC will not tolerate any behavior that is unbecoming of a junior golfer. Players in violation of the code of conduct with the JGNC may lose playing privileges as well as being liable to penalty strokes or disqualification.
All JGNC participants are reminded to respect the host facility and their staff/golf course. Players are expected to repair ball marks on the greens and divots where needed. Players are also expected to rake all bunkers and care for the course throughout their tournament experience.
Violations of the Code of Conduct include:
- Unsportsmanlike conduct which includes: abusive language, cheating, club throwing, disrespect to volunteers/staff/officials or fellow competitors, and abuse of golf course property.
- Not adhering to the dress code of the host golf course
- Use or association of drugs or alcohol
- Conduct not becoming of a JGNC player, such as acting in anger or creating other distractions.
Code of Conduct Violation Penalties:
- The JGNC Tournament Committee may assess any or all of the following penalties based on the severity of the violation(s)
- Issue a one stroke penalty for each act of unsportsmanlike conduct on the golf course
- Immediate disqualification from the tournament at which the violation occurs
- Depending on the severity of the violation, a tournament disqualification may also result in disqualification from the next tournament or tournaments for which a player has been accepted.
- The JGNC reserves the right to suspend or revoke a player’s registration for a major breach of the JGNC Code of Conduct.
The current Rules of the United States Golf Association and the R&A govern all play in NB3 JGNC events.
RULE 20.1 c(3):
The NB3 JGNC strongly urges its players to play 2 balls if they are not sure how to proceed with a ruling as a rules official is not always present. In addition to playing 2 balls, players are also asked to play a provisional ball when he or she thinks it could be lost (this is even more important now that the search time has been shortened to 3 minutes).
MEASURING DEVICES:
Measuring Devices will be permitted on the; however, they cannot measure anything other than true yardage (ie, slope or wind).
• When the local rule is in effect, a distance-measuring application may be used, provided the specific application is restricted to “distance only” and the device does not have any other “non-conforming” features. This is the case even if these other features are not being used.
ELECTRONIC COMMUNICATION DEVICES: The use of mobile telephones, personal music systems and the like are prohibited for use by participants UNLESS a player uses their phone to call an official. Smart phones containing applications needed for medical purposes ONLY are permitted for use if a player or their parent notifies staff prior to the start of an event, and the use of the device is approved. Watches with communications capabilities, such as the iWatch, are not permitted during play. ANY participant found using the above devices during their stipulated round, without prior Staff consent, will be DISQUALIFIED.
Local Rule G-9 - Club is Broken or Significantly Damaged:
If a player’s club is “broken or significantly damaged” during the round by the player or caddie, except in cases of abuse, the player may replace the club with any club under Rule 4.1b(4).
PACE OF PLAY:
Time Par is 4 hours and 30 minutes. Please keep pace with the group in front of you and play ready golf. Players have 40 seconds to play their shot. Only individual players may be held accountable for their pace of play (no group penalties).
-Out of position: When a group falls more than 15 minutes behind the group in front of them. Flagstick to Flagstick time
1st missed checkpoint – warning* (warning remains for duration of round)
2nd missed checkpoint – Subject to penalty of one stroke
3rd missed checkpoint – Subject to additional penalty of two strokes
4th missed checkpoint – Subject to disqualification
WEATHER:
A player has the right to suspend play if he feels threatened by dangerous lightning conditions without penalty. If NB3 JGNC Staff or host club should indicate suspension of play all players should mark their balls, cease playing immediately and seek shelter.
Discontinue Play Immediately: One prolonged siren or air horn blast.
Discontinue Play for non-dangerous situation: Three consecutive short siren or air horn blasts.
Resume Play: Two short siren or air horn blasts.
OUT OF BOUNDS:
Out of bounds is defined by white stakes at ground level, white dots, freshly painted white lines, perimeter fences, inside edge of paved public roads or any combination thereof. A ball coming to rest on or beyond any paved public is out of bounds, even if it comes to rest on another part of the course that is in bounds for other holes.
PENALTY AREAS:
• When a penalty area is bounded by out of bounds, the penalty area edge extends to and coincides with the out of bounds line.
GROUND UNDER REPAIR:
Defined by white lines. Other areas of ground under repair, even when not marked, include:
• French drains (trenches filled with stones or the like).
• Large or hard ant hills on the course.
• Edging grooves around putting greens.
SEAMS OF CUT TURF (Newly Sodded Areas):
If a player’s ball lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing:
• Ball in General Area: The player may drop a ball under Rule 16.1b.
• Ball on Putting Green: The player may place a ball under Rule 16.1d Interference does not exist if the seam only interferes with the player’s stance.
OBSTRUCTIONS AND INTEGRAL OBJECTS:
• When located within the penalty area; liners in bunkers and artificial walls and pilings are integral objects unless otherwise provided for in Notice to Players.
• White lined areas tying into obstructions are part of the obstruction.
• When closely attached to trees; wrappings, electrical wire, and cables are integral objects.
LOOSE IMPEDIMENTS:
Wood chips and mulch are loose impediments.
PRACTICE:
Players are no longer allowed to practice putt between holes, even if they aren’t holding up play. Players will receive one warning before potential penalties and disqualification.
The JGNC will allow caddies for the Boys 13U and Girls 13U Divisions throughout the National Championship. All caddies are required to wear caddie bibs that will be provided by the NB3 JGNC on Day 1 at Registration. Players must declare a caddie prior to the start of their round.
Purpose of caddies: Caddies may carry a player’s clubs, give advice, and other help during the round but there are limits to what the Caddie is allowed to do. The player is responsible for the Caddie’s actions during the round and the player may incur a penalty if he/she breaches the Rules.
- Caddies will be allowed to search for a player’s golf ball.
- Caddies will be allowed to clean a player’s golf ball.
- Caddies will be able to give players advice.
Once the player’s tees off on his or her first hole the player may not gain a Caddie during the round. A Caddie must be designated prior to the first tee shot.
- Players are not allowed to switch caddies during the play of a round.
Caddies ARE NOT ALLOWED TO:
- Use carts during the Championship unless they have a disability and have been approved by NB3 Staff
- Deliberately stand on or close to the extended line of play behind a player while the player is taking his or her stance and until the stroke is made.
- Use personal cell phones during the round unless for an emergency
Players will not be able to ride in the motorized cart at any point during the round. If the player is in breach of this rule they will be subject to a 2 stroke penalty for unauthorized transportation.
This policy is in effect as of January 1, 2020. The JGNC has the authority to eliminate or modify this policy at any time.
Breach of Policies and/or rules by Caddies:
1st Offense= Official Warning from a JGNC official
2nd Offense= Caddie will be removed from the golf course
We apologize for any inconvenience, but there will be no Spectator Carts available throughout the Championship unless you are older than 65 and have proper identification and receive approval from NB3 and Coushatta Staff.
With the exception of caddies, all spectators need to stay out of the fairways and off of greens and tees during play. It is ok to gather near tee and greens to watch, but we ask that they stay on the cart paths or rough while walking the course.
Spectators may not interact with participants at any time on the golf course, except in the case of an emergency. Any conversation between a spectator and participant will be subject to penalty under Rule 10.2 (Advice).
- Only exceptions allowing spectators to interact with players during a round include handing them sunscreen, food, beverage, or any health emergency. This should always be done in front of another spectator or tournament official.
Spectators are not allowed to give a player a ride under any circumstances during the player’s round. This includes driving players back for lost balls or from green to tee. The JGNC staff will select shuttle holes prior to the start of the tournament. The only time a spectator can shuttle is at an authorized shuttle hole. Any time a player takes a ride from a spectator that is unauthorized, he/she will incur a 2 stroke penalty. In the event of a course evacuation for inclement weather, spectators can shuttle players to safety.
Spectators will be subject to removal from the golf course for the following breaches of etiquette:
- Repeat offenses of interacting with players after being warned by Tournament Committee
- Rude, vulgar or other inappropriate comments or gestures.
- Verbal or physical harassment of players, volunteers, officials or fellow spectators.
- Distracting a player or causing any disruption of play.
- Behavior that is unruly, disruptive, unsafe or illegal in nature.
- Failing to follow the instructions of a JGNC Tournament Committee official, volunteer or host personnel.
NOTICE TO PLAYERS
2020 NB3 Jr Golf National Championship ·Koasati Pines Golf Club ·Nov 15-17, 2020
Play is governed by the current USGA Rules of Golf booklet, as well as the Decisions on the Rules of Golf. This information supplements the Local Rules and Conditions of Competition on the Notah Begay III Junior Golf National Championship Hard Card/Pace of Play Policy. Posted course local rules do not apply.
CONDITIONS OF PLAY
Teeing Area
Boys 14-18: BLACK NB3 tee markers identify the teeing area.
Girls 14-18 / Boys 13 & Under: WHITE NB3 tee markers identify the teeing area.
Girls 13 & Under: RED NB3 tee markers identify the teeing area.
Pace of Play
Pace of Play is set at 4 hours, 30 minutes. When a group is out of position at any time, the group is subject to monitoring and timing per the Pace of Play Policy. Out of position means when your group arrives at the teeing area for the hole: (1) for a par 3 hole, the group ahead is on or has just left the green; (2) for a par 4 hole, the group ahead is on the green; and (3) for a par 5 hole, the group ahead is approaching the green. In essence, your group maintain the spacing in place at the first tee.
Format
The Competition consist of 6 rounds of 9-hole stroke play (54-holes total)
Ties & Scoring
In the event of a tie for first place, the players involved shall compete in a hole-by-hole play-off. The starting time and hole of the play-off shall be announced at the scoring area immediately after the Committee has verified the results. In the event that a playoff is not feasible (e.g. weather, darkness, or course is not available) matching scorecards will determine who qualifies beginning with lowest last nine-hole score, then last six holes, then last three, and finally the score on the 18th hole.
- The scoring area is located in the Veranda Building between the practice putting greens and the green for hole 18. You have returned your scorecard when you leave the marked scoring area.
Rulings
If a Referee is not readily available, you may summon one by calling 657-201-7134 or play two golf balls under rule 20.1 c(3). Before playing either ball, you must announce which ball’s score you want to count and you must finish the hole with both balls and you must report the facts to the Committee at scoring.
ADDENDUM TO LOCAL RULES
Out of Bounds
Out of bounds is defined by white stakes at ground level, white dots, freshly painted white lines, perimeter fences (other than holes 4 and 13), course side edge of paved public roads or parking lots. A ball coming to rest on or beyond any paved, public road (entrance road to the golf course) is out of bounds, even if it comes to rest on another part of the course that is in bounds for other holes.
Abnormal Course Conditions
Ground Under Repair: Areas defined by white lines may include areas of unusual damage including area cart traffic or seasonal conditions, and the following:
- Areas of damage or wear adjacent to cart paths are considered part of the cart path
- Tire ruts in mud, dirt or grass
- Animal holes that are in piles or flattened and affect a player’s lie, stance or swing are an abnormal course condition and players may take free relief
General Area: Sandy or dirt areas that are not marked with white lines are part of the general area and not ground under repair. If your ball lies in sandy, dirt or worn areas adjacent to and within one club length of a cart path, you may take free relief. This free relief is not available in these areas for your intended stance or swing.
Integral Objects
The following are deemed an integral object; relief without penalty is not available:
- Stacked stones and retaining walls
- Rock outcroppings
Automotive Transportation:
- Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Unauthorized Transportation will result in a two-stroke penalty. Only a Committee member or their designer may shuttle a player back to and from where an original ball was played.
Distance Measuring Devices:
- Measuring Devices will be permitted; however, they cannot measure anything other than the actual yardage (ie, slope or wind).
Drop Zones:
- Hole 9: for any ball that goes into the yellow penalty area before the bridge crossing, players may use the drop zones on either side of the fairway as one of their yellow penalty area options
- Hole 11: for any ball that enters the red penalty area to the right of the green, players may use the drop zone as one of their red penalty area options
Penalty Areas:
- Red/yellow penalty areas may be identified by red/yellow stakes or dots. They are defined by red/yellow lines. For dots, the edge of the cart path adjacent to the dots defines the penalty area
- Cart paths / bridges crossing penalty areas are inside the penalty areas
- Red penalty areas where the opposite side is not another hole extend to infinity, except hole 10.
Local Rules:
- Immovable Obstructions close to Putting Green: MLR F-5 is in effect. Use Rule 16.1b for relief of immovable obstructions close to the putting green and on the line of play. IO must be on line of play and is within two club-lengths of the putting green and within two club-lengths of the ball.
- COVID-19: All flagsticks and rakes may be removed and touched as long as players are using their glove/towel to protect the rest of the field
